Turtles are empty inside. 
If I used this idea for the party, 

I would fill the shell with surprise or frosting and everyone would love them!

    In frame number 6, what is the pizza cutter for? These are fantastic. I just learned how to Pin last night so pinned this! AWESOME. We acquired a hatchling turtle rescue, and she rules the house now! We love all things turtle now! And I love cookie cutters and icing sugar cookies, so this made a nice combination of my two obsessions!!
